infront of obama pulpit are these 2 stands made of glass or paltic. Whats the name and purpose of that.

2. They're called "teleprompters". They reflect the words of the speech that the speaker is reading, so that the speaker can look out at the audience when speaking, instead of down at their notes.
3. They could be bullet proof. I'd put it down to normal USA paranoia.
