The shelves on a plant stand like this are broken, how can i fix them?

http://www.gardeningdelights.com/PlantStand-Large-432 I have a metal plant stand like this one that has old & rusted shelves. Some of the shelves are rusted so bad that they are deteriorating but the frame of it is sturdy. What I want to know is how can I fix the shelves to save the frame?

1. I think it would be more trouble that its worth,I would think of just buying a new one.
2. It might be possible to get a metal worker to cut the welds for you but honestly, it's not worth the money to do that and then make made-to-measure shelves. It would be cheaper to get another plant stand. Sorry. It does look beautiful.
