Why are some broadway shows affected by the strike and not others?

I know why the off-broadway aren't, but why is it that the broadway shows are only partially affected?

1. I suppose that not everyone's in the union, so aren't all on strike
2. a lot of people depend on the writers
3. There are a couple different stagehand unions. The one that is on strike right now is the largest one. It does most of the high end shows.
