how do i fix a computer that wont start up. and instead displays <windows root>system32\hal.dll.

4. boot up your system in safe mode let it go though the safe mode settings then close down and restart the computer see if that solves the problem to get into safe mode boot up the system and after about 10 seconds start tapping the F8 key till the safe mode menu pops up select >>>> safe mode
5. Format and install windows.
